Percentage points vs percent change
A percentage point is the plain arithmetic gap between two percentages: points = to − from. A percent change measures that gap relative to where you started: relative % = (to − from) / from × 100.
They are almost never the same number. Going from 20% to 25% adds 5 percentage points, but because the starting rate was only 20%, those 5 points are a 25% jump in the rate itself.

Why headlines can be confusing
“Unemployment rose 25%” and “unemployment rose 5 points” can describe the exact same move from 20% to 25%. The point figure is usually the clearer one for rates that are already percentages — interest rates, tax rates, poll numbers.

Why does a rate 'rising 25%' only go up 5 points?
Because the 25% is measured against the starting rate. 25% of 20 is 5, so a 25% relative increase on a 20% rate lands at 25% — a 5-point rise.
Is a 2-point rise from 10% the same as from 50%?
In points, yes — both are +2. In relative terms, no: +2 from 10% is a 20% increase, while +2 from 50% is only a 4% increase.
When should I use percentage points?
When both numbers are already percentages — rates, shares, probabilities. Use a percent change when you're comparing plain quantities like prices or counts.
